Two days after Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz claimed that the Interior Ministry had in 2010 empowered the then ambassador of Pakistan in Washington, Hussain Haqqani, to directly issue diplomatic visas to Americans without clearance of relevant authorities, a document reveals the authorisation originated from the office of then prime minister Yousuf Raza Gillani.
“The Prime Minister has been pleased to decide that the Ambassador in Washington will be empowered, with immediate effect, to issue visas valid up to one year without Embassy having to refer each aforementioned visa applications to the concerned authorities in Pakistan. The Pakistan embassy in US would issue these visas under intimation to the Prime Minister’s office in Islamabad,” a letter issued with the signatures of the then Prime Minister’s Principal Secretary Nargis Sethi reads.
The date of the issue of the letter is July 14, which had perhaps mistakenly mentioned by Mr Aziz as the date of a letter issued by the interior ministry.
Then Interior Minster Rehman Malik’s spokesman has already denied issuance of any such letter by the interior ministry that time.
The letter reads: “Under the existing visa policy for official US visitors to Pakistan, the Ambassador in Washington is empowered to issue entry visas for restricted periods to US officials who have been recommended in writing by the concerned US authority i.e the department of state and whose duly completed application forms, it is clearly indicated for what purposes they intend to travel to Pakistan.”
Mr Aziz had informed the Senate on Tuesday that the change in the policy had led to a quantum jump in the number of visas and 2,487 Americans had been issued diplomatic visas in just six months. He, however, left many questions unanswered and did not reveal who reversed the policy and when and even did not mention if it had been done at all.

The State of Qatar stressed its important role in supporting the international efforts to mitigate the effects of climate change as it has initiated the establishment of the Global Drylands Alliance, which seeks to combat desertification and drought and conserve environment and thus contribute to the efforts of the Paris Agreement.
It also stressed that combating climate change is a prerequisite for maximizing progress in the implementation of the 2030 Agenda for Sustainable Development .
Ambassador Sheikha Alia Ahmed bin Saif Al-Thani, Qatar's Permanent Representative to the United Nations was addressing at High-level Meeting on "Climate Change and the Sustainable Development Agenda." The issue of climate change was at the top of the State of Qatar's concerns due to its effects on the entire global system and impact undermining the ability of countries to achieve sustainable development as it affects many important aspects, including water resources, sustainable agriculture, Food security, fighting poverty and economic growth, she said.
The State of Qatar has been able to overcome many challenges in this area, through the preservation of the environment and its natural balance along with the conservation of its natural resources in the context of its commitment to achieve a comprehensive development for all generations, she added.
The Ambassador pointed out that through the environmental development pillar of Qatar National Vision 2030, the State of Qatar seeks to preserve and protect its environment and share responsibility with the international community, noting that this pillar has been of great importance in the pursuit of balance between development needs and environmental protection.
Recognizing the global impact of climate change that requires the widest possible international cooperation, Qatar continues to work with regional and international actors to address environmental and climate change issues, Sheikha Alia Ahmed bin Saif Al-Thani said.
The Paris Agreement on Climate Change is a pivotal stage in preserving life on our planet, which does not only reflect the concern of the international community towards this challenge but also the political will of all States to commit to a collective action to live in a clean, safe and prosperous environment for us and the future generations, she explained.
The State of Qatar is in the process of finalizing the measures to ratify the Paris Agreement on Climate Change and to deposit the instrument of ratification before the Secretary-General of the United Nations, she said, stressing her country's keenness to implement the obligations stipulated by the Agreement after hosting one of the important stages of the negotiations process that culminated in the Paris Agreement, namely, the Eighteenth session of the Conference of the Parties (COP 18) in 2012

President of Pakistan, Mamnoon Hussain, on the occasion of Pakistan Day, conferred 46 Military and 50 Civil Awards upon various personalities from different walks of life for their meritorious services in different fields.
The awards were conferred in a special Investiture Ceremony held here at the Aiwan-e-Sadr on Thursday.
The awards in military categories included Hilal-i- Imtiaz (Military) (36) and Sitara-i-Basalat (Military) (10).
The Awards in civil categories included Hilal-i-Shuja’at (1), Hilal-i-Imtiaz (3), Sitara-i-Pakistan (1), Sitara-i- Shuja’at (1), Sitara-i-Imtiaz (9), President’s Award for Pride of Performance (6), Tamgha-i-Pakistan (1), Tamgha-i-Shuja’at (16), Tamgha-i-Imtiaz (11) and Tamgha-i-Khidmat (1).

President Mamnoon Hussain Thursday terming Pakistan’s defence as “impregnable” said the country’s conventional and nuclear capabilities were meant to ensure global and regional peace. Addressing at the Pakistan Day parade here at the Shakarparian Parade Ground, the President said the country’s defence was strong and expressed resolve to make every effort for the progress, prosperity and solidarity of the homeland.
The event was attended by Prime Minister Muhammad Nawaz Sharif, Chairman Joint Chiefs of Staff Committee, three services chiefs, ministers and parliamentarians. Chief of South African National Defence Forces General Solly Zacharia, ambassadors and military representatives of friendly countries also joined as special guests.
The highlight of the parade was the first-time participation of the tri-services contingents of China’s People Liberation Army, Saudi Arabia’s Special Forces and Turkey’s Mehtar Band in the parade along with Pakistani troops.
President Mamnoon said Pakistan wanted peaceful and friendly relations with its neighbours, however regretted that the irresponsible attitude of India and its continuous violation at Line of Control and Working Boundary had put the region’s peace at risk.
“Pakistan is ready to hold negotiations with India and also wants to resolve the issue of Kashmir in accordance with the resolutions of United Nations,” he stressed.
He termed Kashmir an “unfinished agenda of the sub-continent’s partition,” and said Pakistan would continue to extend moral, political and diplomatic support to its Kashmiri brethren.
He urged upon the international community to fulfil its obligation in this regard so as to realize the dream of regional stability and sustainable peace.
The President felicitated the audience on Pakistan Day and said the occasion narrated an account of determination and faith which gave strength to the Muslims of sub-continent to change the history and geography of the world under the prudent leadership of Quaid-e-Azam Muhammad Ali Jinnah.
“On this day, a direction-less nation discovered its ideological identity and left a lasting imprint on global scenario with the creation of Pakistan,” he said.
The President paid tributes to those who sacrificed their lives for Pakistan and its stability and said their footsteps would be followed to uphold the country’s sovereignty.
President Mamnoon mentioned that Pakistan was fighting the menace of terrorism for the last several years and lauded the courageous services of the country’s armed forces and law enforcement agencies.
“It is the sacrifices of our Shaheeds and Ghazis that has made Pakistan stronger than before,” he said.
The President categorically said that Operation Radd-ul-Fasaad launched after the Operation Zarb-e-Azb, would continue till complete elimination of terrorists.
He expressed satisfaction that the resolve of Pakistani nation and its support to the country’s armed forces and law enforcement agencies to end terrorism at country’s soil had disrupted the very foundation of extremist narrative.
President Mamnoon said Pakistan’s economy had gained stability and the country was emerging as a strong economic power of the region.
He lauded the support of friendly and brotherly countries in Pakistan’s journey of progress and development, and particularly mentioned the sincere role of China.
He said the mega project of China Pakistan Economic Corridor (CPEC) had opened new vistas of prosperity for the entire region.
The President expressed pleasure that a contingent of China’s People Liberation Army was participating in the Pakistan Day parade, which he said was unprecedented in the history of Chinese military to join such parade in a foreign country.
He also mentioned the military contingents of Saudi Arabia and South Africa present on the occasion and said the beautiful tunes of Turkish military band had made the event memorable.
The President expressed gratitude to the guest countries for their participation and said Pakistan would always be there to extend its support to achieve the common goals of peace, progress and prosperity.
He appreciated the Parade Commander, parade participants, local administration and Capital Development Authority for holding the event in a superb manner.
“The faces of my brave soldiers in this Parade Ground glowing with valour and courage, and the shine of their armaments, is a depiction of their steadfastness and determination,” he said.
He said the nation was proud of its officers and jawans and commended their discipline, highest degree of military standard and preparedness of modern warfare. “My valiant soldiers, continue serving this homeland with the same passion and keep high the Green Flag of a strong and democratic Pakistan. My prayers are with you,” the President told the contingents belonging to different regiments of armed forces.
Earlier, the President arrived at the venue on his presidential horse-buggy and was received by Prime Minister Nawaz Sharif, Defence Minister Khawaja Asif, Chairman Joint Chiefs of Staff Committee General Zubair Mehmood Hayat, Army Chief General Qamar Javed Bajwa and Naval Chief Admiral Muhammad Zakaullah were present at the podium.
The contingents of Punjab Regiment, 10 Northern Lights, Pakistan Navy, Pakistan Air Force, Frontier Corps, Pakistan Rangers Punjab, Islamabad Police, Lady Officers, tri-services nursing staff, girl guides and scouts, and Special Services Group stood alert as President Mamnoon reviewed the Parade in a jeep.
The formation of F-16 aircraft led by Chief of the Air Staff Air Chief Marshal Sohail Aman flew past the presidential podium. The other aircraft included F-7PG, F-17, Mirage, Korakorum Eagle 3, AVACS, SAAB, C-130 and Navy’s P-3C Orion.
The Parade venue was adorned with huge murals of Quaid-e-Azam and other national heroes. The event demonstrated a military display of high-grade weaponry, tanks and armoured vehicles. Various floats depicting the cultural diversity of the country were also showcased.

The Philippines posted a budget surplus of Php 2.22 billion in January 2017 after revenues expanded higher than expenditures due to collection reforms.
Data released by the Bureau of the Treasury (BTr) on Thursday showed that revenues rose by 10 percent year-on-year to Php 200.3 billion while expenditures went up seven percent to Php 198.1 billion.
Excluding interest payments, the government registered a Php 44.6 billion surplus.
Of the total revenues in the first month this year, the Bureau of Internal Revenue (BIR), which collects around 70 percent of taxes, contributed Php 147.4 billion, up 14 percent.
The Bureau of Customs (BOC) shared in Php 35.94 billion, up 16 percent.
Revenues by the BTr reached Php 8 billion, up one percent, while the Other Officers registered a 36 percent contraction on collection after its revenues went down to nearly Php 8 billion.
On government expenditures, interest payments went down by seven percent to Php 42.35 billion.

Prime Minister and Minister of Interior of State of Qatar, Sheikh Abdullah bin Nasser bin Khalifa Al-Thani on Thursday visited 5th Qatar International Agricultural Exhibition (Agriteq 2017), held at the Doha Exhibition and Convention Center.
Sheikh Abdullah bin Nasser bin Khalifa Al-Thani listened to a detailed explanation on various exhibits and products of different sectors in agriculture, fisheries and livestock. Hw was briefed on the latest technologies and the-state-of the-art equipment used in these areas.

The Arab Network of National Human Rights Institutions (NHRI) and the United Nations High Commissioner for Human Rights (OHCHR) organized a training course on human rights mechanism for the network at the Palais Wilson in Geneva.
In his inaugural address, Sultan Bin Hassan Al-Jamali, Executive Director of the Network stressed the need to unify strategies between national institutions, the Global Alliance, the Human Rights Council, the High Commissioner, United Nations bodies and all stakeholders. With the secretariats and members of the human rights networks of national human rights institutions "that the basis for cooperation among all stakeholders in the field of human rights is complementary rather than competition". Al-Jamali said what these accumulated efforts will bring after a period of qualitative leap, least of which changes the moods of peoples and nations towards a genuine desire and will to respect human rights. We will see and see future generations of human rights culture to form the conscience of nations and peoples. To live together, love, peace and achieve the well-being of citizens and residents.
Al Jamali said that the cooperation between the network and UNHCR culminated last month in the signing of a memorandum of understanding between the two sides on the sidelines of the International Conference on Human Rights Approaches in Conflict Situations organized in Doha 20-21 February 2017, in order to frame and activate this cooperation through mutual support in all fields of human rights, including the exchange of experiences and best practices, and raising the capacities of Arab national institutions in all areas of human rights. In the context of their efforts to promote, develop, protect, respect and fulfill their human rights in the Arab States. He pointed out that this training session comes as a second activity after the signing of this memorandum, in order to raise the capacities of Arab institutions, by refining your skills and abilities in the subject of the session, as a human rights field.
The Executive Director of the Network addressed a number of int'l human rights conventions related to the themes of the session, one of which is the Universal Declaration of Human Rights of 1948. The Convention against the Crime of Genocide of 1948. The International Covenant on Civil and Political Rights of 1966 and the International Covenant on Economic, Social and Cultural Rights and the Convention on the Elimination of all Forms of Racial Discrimination of 1965. The Convention on the Elimination of Racial Discrimination of 1965. The Convention on the Rights of Women of 1979. Noting that these conventions enjoy mechanisms that give universal legal guarantees to protect individuals and groups from the actions of governments, and human dignity, as well as various political, civil, economic, social and cultural rights. The Declaration on the Establishment of the Arab Network considered that the promotion, development, protection, respect and effective realization of human rights in the Arab States is the core issue. The values and principles enshrined in the Universal Declaration of Human Rights and international and regional human rights conventions are the reference of the Network in its work.
Following the reference to the objective of international conventions and their mechanisms and the cooperation of United Nations bodies with them to enable them to carry out their tasks, the role of the other stakeholders was as follows: One of the most important stakeholders was the national human rights institutions because of its privileged position as the interface between civil society and Governments , Which is considered a strong bridge through which the consolidation of visions and coordination of efforts and activating cooperation, therefore, and because of the credibility of the international bodies and mechanisms as well as the confidence of their governments.
