Beijing, July 31 (CGTN-Xinhua)

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on Sunday attended a reception to celebrate the 95th founding anniversary of the People's Liberation Army (PLA), which falls on Aug. 1.

The reception was held at the Great Hall of the People by the Ministry of National Defense.

Xi, also Chinese president and chairman of the Central Military Commission (CMC), was joined by other senior leaders of the Party and the state, including Li Keqiang, Li Zhanshu, Wang Yang, Wang Huning, Zhao Leji, Han Zheng and Wang Qishan.

Entrusted by Xi, CMC member, State Councilor, and Defense Minister Wei Fenghe extended festive greetings to all the officers and personnel of the PLA, members of the armed police, and others on behalf of the CPC Central Committee, the State Council, and the CMC.

Wei paid tribute to veterans and heroes who contributed to the development of people's armed forces and representatives of army role models. He also sent regards to people dedicating themselves to the front of defense-related science, technology, and industry. He expressed gratitude to Party committees, governments, and people's organizations at all levels that have unrelentingly supported the efforts to strengthen the country's national defense and armed forces.

The PLA is the people's armed forces founded by the CPC, Wei said while addressing the event. Over the past 95 years, under the firm leadership of the CPC, the people's military has made indelible achievements in realizing national independence, liberating the Chinese people, and making the country prosperous and strong, he added.

The PLA has underpinned the efforts to protect the country's national sovereignty, security and development interests, and made significant contributions to safeguarding peace and tranquility in the world, Wei said.

Wei called for thoroughly implementing Xi Jinping's thinking on strengthening the military and speeding up the modernization of national defense and the armed forces.

He also underscored efforts to build a solid national defense and powerful armed forces, commensurate with China's international standing and meeting the needs of its security and development interests, thus providing strategic support for realizing the great rejuvenation of the Chinese nation.

He mentioned that today he was able to donate 100 bycycles every year to needy people. Moreover, he also donates all his income earned from books.

As the country awaits the verdict reserved by the Election Commission of Pakistan (ECP) into the PTI's prohibited funding, an expose by the Financial Times has blown the lid off Pakistani tycoon Arif Naqvi's involvement in the party's finances and how a significant portion of its funding in 2013 was of foreign origin.

According to the report, "Naqvi transferred three instalments directly to the PTI in 2013 adding up to a total of $2.12m".

At the centre of the saga is Wootton Cricket Ltd, a Cayman Islands-incorporated company owned by Naqvi, and the money from charity fundraisers, such as the “Wootton T20 Cup”, to bankroll PTI.

Naqvi, the founder of the Dubai-based Abraaj Group, one of the largest private equity firms operating in emerging markets back when the PTI was campaigning for the 2013 elections, hosted the cricket tournament at his country estate in the Oxfordshire village of Wootton from 2010 to 2012, FT said.

The guests were asked to pay between £2,000 and £2,500 each to attend, according to the UK publication. Quoting, Naqvi, it added that that the money went to unspecified “philanthropic causes”.

"Funds poured into Wootton Cricket from companies and individuals, including at least £2m from a United Arab Emirates government minister who is also a member of the Abu Dhabi royal family," read the FT report.

Political parties in Pakistan are not permitted to receive funding from foreign nationals and companies, but Wootton Cricket account details and emails seen by FT for the period between February 28 and May 30, 2013, reveal that both companies and foreign nationals, as well as Pakistanis, sent millions of dollars to Wootton Cricket after which funds were transferred to the PTI in Pakistan.

The ECP had been probing the party's funding since 2014, when party founder Akbar S Babar alleged major irregularities in the party's finances, including in funding from outside Pakistan.

ECP has now concluded the case after seven years of trial. The date the verdict will be announced is yet to be revealed.

In January, the ECP’s scrutiny committee issued a damning report in which it said the PTI received funding from foreign nationals and companies. The report said the PTI under-reported funds and hid dozens of bank accounts. Wootton Cricket was named in the report, but Naqvi had not been identified as its owner.

Also, while it was previously reported that Naqvi funded Khan’s party, the ultimate source of the money was never before disclosed.

"Wootton Cricket’s bank statement shows it received $1.3m on March 14 2013 from Abraaj Investment Management Ltd, the fund management unit of Naqvi’s private equity firm, boosting the account’s previous balance of $5,431. Later the same day, $1.3m was transferred from the account directly to a PTI bank account in Pakistan. Abraaj expensed the cost to a holding company through which it controlled K-Electric, the power provider to Karachi, Pakistan’s largest city," the FT report said.

An additional $2m flowed into the Wootton Cricket account in April 2013 from a member of Abu Dhabi’s royal family, according to the bank statement and a copy of the Swift transfer details seen by FT.

The report said that Rafique Lakhani, the senior Abraaj executive responsible for managing cash flow, "wrote in an email to Naqvi that the transfers were intended for the PTI".

 

Naqvi and his lawyer did not respond to FT's requests for comment on the story.

What does Khan have to say about all this?

Imran Khan visited Wootton Place in 2012. To questions by FT, the former cricketer wrote back saying he had gone to “a fundraising event which was attended by many PTI supporters”.

The FT report described the time as "critical" for Khan to collect funds ahead of the 2013 general elections due in May.

According to the publication, Naqvi worked closely with other Pakistani businessmen to raise money for his campaign.

Lakhani, the Abraaj executive responsible for cash flow, told Naqvi in an email that the money from UAE had arrived, to which Naqvi replied by saying that he should send “1.2 million to PTI”.

After the sheikh's money was put into the Wootton Cricket account Naqvi wrote in another email: “do not tell anyone where funds are coming from, ie who is contributing”.

“Sure sir,” Lakhani responded.

According to the report, Lakhani "wrote that he would transfer $1.2m from Wootton Cricket to the PTI’s account in Pakistan".

"Then after considering sending the funds to the PTI via Naqvi’s personal account, Lakhani proposed sending the money in two instalments to a personal account for businessman Tariq Shafi in Karachi and an account for an entity called the Insaf Trust in Lahore.

"Although the ownership of the Insaf Trust is unclear, the emails state that the final destination was the PTI," read the report.

The FT report goes on to state that "on May 6 2013, Wootton Cricket transferred a total of $1.2m to Shafi and the Insaf Trust".

According to FT, Khan confirmed that Shafi donated to the PTI. “It is for Tariq Shafi to answer as to from where he received this money,” Khan said.

Shafi did not respond to FT's requests for comment.

Khan said that neither he nor his party was aware of Abraaj providing $1.3m through Wootton Cricket. He also said he was “not aware” of the PTI receiving any funds that originated from UAE.

“Arif Naqvi has given a statement which was filed before the Election Commission also, not denied by anyone, that the money came from donations during a cricket match and the money as collected by him was sent through his company Wootton Cricket,” Khan wrote.

Khan said he was waiting for the ECP's verdict and that it will be inappropriate to "prejudge PTI”.

In its January report, the ECP said Wootton Cricket had transferred $2.12m to the PTI but at the time did not reveal the original source of the money.

Naqvi denies wrongdoing

Naqvi has acknowledged his ownership of Wootton Cricket and denied any wrongdoing. He told the ECP: “I have not collected any fund from any person of non-Pakistani origin, company [public or private] or any other prohibited source.”

But the Wootton Cricket bank statement shows otherwise. It shows that Naqvi transferred three instalments directly to the PTI in 2013 adding up to a total of $2.12m. The largest was the $1.3mn from Abraaj which company documents show was transferred to Wootton Cricket but charged to its holding company for K-Electric.

P ERU and Qatar enjoy excellent ties and both countries are working hard to enhance their relations in several sectors including comprehensive investment agreement, education, culture, health and sports, the Ambassador of the Republic of Peru to Qatar HE Dr. Jose A. Benzaquen Perea has said.

In an exclusive interview with Qatar Tribune on the eve of the 201st Independence Day of Peru, Dr. Perea said that Qatar and Peru’s ties are based on political and diplomatic cooperation with Qatar as a relevant actor in international politics and diplomacy.

Ambassador Perea, who holds a doctoral degree in Law and Political Science, is a writer and author of several books including ‘The Summits of Heads of State
and Government and their contributions to International and National Law Between 2004-2009’ (2014); ‘New Jersey and Its Peruvian’ (2016); and ‘Globalization, Law and International Relations’ (2018), besides writing several academic articles.

Before his posting as ambassador of his country to the State of Qatar, he had served in various positions in the Ministry of Foreign Affairs and prestigious postings as a diplomat including in Honduras; UN Offices New York; Germany; Soviet Union; Consulate offices Connecticut and New Jersey (US) and Greece.

Talking on bilateral relations, he said that relations between Peru and Qatar have gone from strength to strength following the official visit of Father Amir HH
Sheikh Hamad bin Khalifa Al Thani in February 2013 to Capital City Lima followed by the visit of the Amir HH Sheikh Tamim bin Hamad Al Thani on October 2, 2018.

He said both Peru and Qatar are reinforcing multilateralism in relations, which allows the two countries to maintain peace and unite for common objectives and
interests, as well as to promote a positive image of their countries.

Dr. Perea, who had presented his official credentials in Qatar on April 3, 2019, said, “I found a similarity in many ways between both the countries, for example,
the contribution of Arabic to the Spanish languages, the influence of the Arabic gastronomy to the Peruvian cuisine, the Arabic origins of the Peruvian Paso horse,
the Arabic camel links with the camelids of South America, and the value of the Arabic community in Peru.”

He expressed his gratitude to the State of Qatar and the authorities for the remarkable experience at international events that Peru has been participating in
including political summits, energy, cultural field, sports including football, athletics, swimming, shooting, squash, and table tennis among others.

On the Qatar FIFA World Cup 2022, he said, “Undoubtedly, Qatar will host an unforgettable edition of the 2022 World Cup that the planet will always remember.”

On Peru’s National Day anniversary, Dr. Perea, on behalf of the Peruvians, expressed his sincere gratitude to the State of Qatar under the leadership of the Amir
HH Sheikh Tamim bin Hamad Al Thani and Qatari people for their constant generosity towards helping many countries and nations in need that require not only financial support but also a strong ally to count on in the international community.

Talking about the tourist attractions in Peru, the envoy said, “Peru is a diverse country with unique nature where you can see a home to 84 of the world’s ecosystems and which has 28 climates on the planet at the same time.”

Peru, he pointed out, is one of the world’s 17 megadiverse countries where, “consequently you can observe exclusive flora and fauna in its main regains: the Costa on the West; Andes in the Center; and the immense Amazonia on the East. Moreover, we have built a country proud of its roots with a mountain range or walk and a coast in front of the Pacific Ocean with countless riches. On the coast, the culture of Coral with 5,000 years old, the world’s wonder of Machu Picchu, and the enigma of Nazaca Lines.”

Talking about his country’s national vision, he said Peru has similar objectives as Qatar National Vision 2030, officially released in October 2008 with main goal to transform Qatar into an advanced society capable of achieving sustainable development.

About the National Day celebrations, he said, “We emphasise that the National Day of the Republic of Peru is not only a date for celebration, because it’s a great
message that we do not retreat from dreams, no matter the difficulties, and much more beautiful than withdrawing from them.”

Diplomatic relations between Qatar and Peru were formalized on 7 November 1989, establishing embassy in Doha and Lima in 2011 and 2012 respectively. “When there is a friendship, the relationship of two nations endure over time for the good of their populations, Peru, and Qatar, forever together,” he concluded.

Unauthorized, resale and exchange of tickets for FIFA World Cup matches is a punishable offence that carries a fine of up to QR250,000, the Ministry of Justice
reminded the public on Wednesday, citing Law No 10 of 2021. Known as the FIFA World Cup Qatar 2022 Law, it regulates measures for hosting the FIFA World Cup Qatar 2022.

The Ministry of Justice has said that all legal measures have been taken to host the FIFA World Cup Qatar 2022 in accordance with the latest systems, including the development of appropriate mechanisms to prevent the existence of a black market for tickets.

According to FIFA’s ticket terms of use, guests are not permitted to transfer tickets under any circumstances. “If a guest can no longer use a ticket, then it must be returned to the ticket applicant. Only the ticket applicant is permitted to reassign a ticket to another guest,” it added.

“If you cannot attend a match, you may put all your tickets up for resale on the official FIFA Resale Platform, subject to the applicable conditions. The FIFA Resale Platform and the respective Resale Policy will be made available at FIFA.com/tickets in due course.

“Please note that you shall not, whether physically or online, offer for sale, sell, offer at auctions, give away or otherwise transfer or attempt to transfer, or engage a third party to facilitate or solicit offers for the transfer of their tickets under any circumstances, including any use or attempted use of tickets for advertising, promotions, incentive programmes, sweepstakes, contests, giveaways or raffles or as part of hotel, flight, hospitality or travel packages, or other commercial purposes, except as expressly authorised in writing by FIFA Ticketing, or as permitted by the Ticket Terms of Use.”

EGYPT is keen to broaden its historical and strong relations with Qatar in all sectors, Ambassador of Egypt to Qatar HE Amr Kamal El-Sherbiny has said.

Addressing a press conference on the eve of his country’s 70th National Day celebrations, the anniversary of Egyptian revolution of 1952, the ambassador
lauded the recent official visit of the Amir His Highness Sheikh Tamim bin Hamad Al Thani.

He said that both sides pledged to strengthen bilateral relations on broader horizons to the next level and to establish cooperation mechanism in various fields.

He said that earlier in March this year, the visit of Deputy Prime Minister and Minister of Foreign Affairs of Qatar HE Sheikh Mohammed bin Abdulrahman Al Thani to Cairo and his meeting with Foreign Minister of Egypt Sameh Shoukry witnessed the signing of an agreement of Qatari investment of $5 billion in Egypt.

The envoy said that Qatar is the 10th largest investor in Egypt, with share investments worth $2.2 billion in about 231 various companies, including petroleum sector, banking, real estate and hospitality with a total capital of $4.6 billion. This is in addition to the agreement signed during the recent visit of HE Sheikh Mohammed bin Abdulrahman Al Thani to Cairo.

El-Sherbiny hopes to attract further handsome Qatari investments in the next few months.

He said that despite the worldwide difficult economic circumstances, including Ukraine-Russian crisis and repercussions of COVID-19 pandemic, and the reduced expectations for global growth to 3.6 percent for 2022 and 2023, the Egyptian economy indicators show that growth reached 5.9 percent in 2022, compared to 3.3 percent in 2021, thus confirming its ability to withstand various shocks.

“We like to further build stronger bilateral relations in various sectors, including trade, investment, transport, communication, ports, education, culture and sports,” he said, referring to the visits to Qatar by the Minister of Transport in April, the Minister of Finance at Qatar Economic Forum; the Minister of Trade and Industry; the President of Suez Canal Authority; and Advisor and CEO of General Authority for Investment and Free Zones.

The ambassador said the visits fostered strong willingness of both sides in building strong bilateral bonds, adding that the meetings were held with Qatari officials and business groups to review further opportunities of investments, incentives offered to foreign investors, including in free zones, economic zones and the Suez Canal.

He said the discussions also focused on establishing a unit to follow up and communicate with business owners directly to overcome any obstacles on launching of ‘Egypt Digital Gateway’ to provide about 90 percent of digital services eliminating bureaucracy and minimising processing procedure.

The envoy said that Egypt will be the host of the COP 27 UN Conference on Climate Change from November 6 to 18, 2022 at the Sharm El-Sheikh.

He said a set of incentives have been issued to support investment activities related to green economy, including production of green hydrogen and the transition to modern environmentally friendly transportation using electric vehicles.

He said that work on monorail ‘LRT” electric train is expected to start sometimes in the last quarter of this year.

El-Sherbiny said that Egypt fully support and ready to provide all assistance to Qatar to host a successful first ever FIFA World Cup 2022 in Arab world.

“Although, Egyptian team did not qualify for the World Cup, Egyptian fans and the large number of Egyptian community members in Qatar will be participating in the tournament.

We look forward to organising a one-day trip for Egyptian fans from outside Doha to attend 2022 World Cup matches,” he added.

THE Qatari Forum for Authors aims to introduce a number of new initiatives, programmes and activities that contribute to strengthening the cultural movement in the country.

In a statement to Qatar News Agency (QNA), the new director-general of the Forum Dr Aisha Jassim Al Kuwari said the forum is going to build bridges of communication with various cultural institutions. A set of goals have been achieved for writers and authors, while their ambition is still extended to reach other
goals and objectives that aspire to serve culture in Qatar and the Arab world.

She explained that the forum will work during the coming period on the continuation of a set of initiatives that it is currently presenting, while new programmes and activities will be presented to keep pace with the writers’ aspirations. She stressed that the writers will be a major focus and an essential partner of these initiatives.

Minister of Culture HE Sheikh Abdulrahman bin Hamad Al-Thani issued on Thursday a decision assigning Dr Aisha Jassim Al Kuwari to perform the duties of Director General of the Qatari Forum for Authors.

The Qatari Forum for Authors is affiliated to the Ministry of Culture.

In a dramatic political move by Chaudhary Shujaat Hussain,  a senior most politician, former prime minister and Chief of PMLQ,  an ally of PTI headed by recently ousted Prime Minister Imran Khan, last minute change of party's policy, informing Punjab Assembly to reject votes if casted by his party members in provincial assembly elections in favour of his cousin contesting for position of Chief Minister.

Accordingly, as per recent verdict by Superior Court on PTI petition not to count the votes of such party members disobeying their party head instructions.

Dost Mohammad Mazari, heading Punjab Assembly session on the instructions of same bench of Supreme court referring the verdict cancelled ten votes cast by PMLQ members in favour of Pervez Elahi against Hamza Shahbaz, sitting Chief Minister.

It is to note that two national assembly members and close relatives of Chief of PMLQ, Chaudhary Shujaat Hussain are cabinet members and ally in Federal government of Pakistan headed by Mian Shahbaz Sharif, president PLMN and brother of three times elected former Prime Minister Mohammad Nawaz Sharif.

Deputy Speaker announced Hamza Shahbaz won the election with 179 votes in favour against PTI 176 votes.

Imran Khan, Head of PTI, political party has asked his party supporters to carry out 'peaceful' agitation against Deputy Speaker's announcement.

PTI leader Asad Umar, former minister in Imran Khan's cabinet and General Secretary of PTI, tweeted that PTI would approach the Supreme Court tonight.

It is yet to see whether those cast their vote against the party's head directions will also be recommended to Chief Election Commissioner for disqualification from provincial assembly seats as per Supreme Court recent verdict.

The agreement on friendship, good neighborliness and cooperation for the purpose of development of Central Asia in the 21st century was signed at the fourth consultative meeting of the Central Asian leaders in Cholpon-Ata on July 21.

The given agreement was signed by President of Kazakhstan Kassym-Jomart Tokaev, President of Kyrgyzstna Sadyr Japarov, President of Uzbekistan Shavkat Mirziyoyev.

The Presidents of Tajikistan and Turkmenistan were present at the summit.

The following documents were signed:

- resolution of the member states of the International Fund for Saving the Aral Sea on extension of the powers of the Fund's President;

- joint statement of the consultative meeting of the Central Asian leaders;

- concept of cooperation of the Central Asian countries in the framework of multilateral formats;

- regional program "Green Agenda for Central Asia"

- roadmap for development of regional cooperation for 2022-2024.

"Today we will sign the agreement on friendship, good neighborliness and cooperation for the purpose of development of Central Asia in the 21st century. I am convinced this document will produce a positive impact on further rapprochement of countries of the region and consolidation of the joint efforts in addressing arising challenges and threats. This is a historic moment and I hope this agreement will become a strong basis for universal prosperity in Central Asia," President Japarov said at the Central Asian summit.
