Gaza City, Palestine, 30 March 2024

Palestinian factions on Saturday rejected any international or Arab force entering the Gaza Strip, warning that it would be considered an 'occupying force' and 'will be dealt with accordingly'. The warning was issued in a statement issued by the Palestinian resistance group Hamas after a meeting of the Follow-up Committee for National and Islamic Forces, which included the majority of Palestinian factions, on the occasion of the 48th anniversary of the March 30 Palestinian Land Day.

The statement was also issued in response to Israeli media reports on Friday, which claimed that Israeli Defense Minister Yoav Gallant informed Prime Minister Benjamin Netanyahu of "progress" in talks with the US over a proposal to deploy a multinational force in Gaza.

Nevertheless, the committee said in its statement: "The talk by the (Israeli) occupation leaders about forming an international or Arab force for the Gaza Strip is mere illusions, and any force entering Gaza is rejected and unacceptable, considered an occupying force and we will deal with it accordingly."

Palestinian factions praised Arab countries for rejecting participation and cooperation with the "occupation leaders" proposal to form the force. The factions emphasized that “managing the Palestinian reality is a Palestinian national issue that we will not allow anyone to interfere with.”

They considered that “all attempts to create alternative administrations that contradict the will of the Palestinian people will die before they are born and will not succeed because the people who rewrote history with their blood and steadfastness cannot be occupied or have their will usurped by any force on earth.”

The committee urged the Palestinians, Arab and Islamic nations, and freedom-loving people worldwide to engage in "direct and indirect confrontation with the occupation and its supporters in all countries, capitals, cities, squares, and fronts."

On the anniversary of Land Day, Palestinian factions said on this occasion, that they affirm that "Palestinian blood will remain a living witness on the land of Palestine and our just cause, as well as our adherence to our rights in it."

On Friday, Israeli media claimed that Defense Minister Gallant informed Prime Minister Netanyahu of “progress” in talks with the US about deploying a multinational force in the Gaza Strip.

The Israeli Channel 12 reported that Gallant “held talks with American officials during his visit to Washington days ago regarding the formation of a multinational force to be responsible for the security of the region, the entry of humanitarian aid, and its distribution.”

The channel claimed that these talks resulted in "progress" without specifying it, and that "elements of this force will be from three Arab countries," but did not name them. It added that it is not yet certain whether this force will include American soldiers or not.

Israel has waged a deadly military offensive on Gaza since an Oct. 7 cross-border attack led by Hamas in which nearly 1,200 Israelis were killed.

More than 32,700 Palestinians, mostly women and children, have since been killed in Gaza, in addition to mass destruction, displacement and famine conditions.

Israel is accused of genocide at the International Court of Justice (ICJ). An interim ruling in January ordered Tel Aviv to stop genocidal acts and take measures to guarantee that humanitarian assistance is provided to civilians in Gaza.

Beijing, 30 March 2024

Under China's The international Media Exchange Program, China Public Diplomacy Association and huanqiu.com jointly hosted recently 'Travelogue of China' in which  about 33 foreign journalists from 32 countries and regions, including Algeria, Morocco, Tunisia, Egypt, Namibia, South Sudan, Rwanda, Benin, Cabo Verde and Zambia made a journey to East China's Jiangsu Province to explore China's economic advancement and cultural richness.

During the weeklong journey starting from March 19, these foreign journalists visited some of China's high-tech industrial parks, an ecological dredging project, Changtai Yangtze River Bridge and China Communications Construction Co (CCCC) in Wuxi, Taizhou and Changshu.

"This initiative plays a crucial role in promoting cultural understanding and exchange. By exposing African journalists to the cultural, historical, and economic diversity of the province of Jiangsu, it fosters intercultural dialogue and strengthens ties between our two regions," Elhassan Ben Yahia, a journalist from the Moroccan Press Agency (MAP), told the Global Times on Thursday.

Smart industrial parks

The journalist group firstly visited the Xishan Electric Vehicle Industrial Park to understand and experience the world's top-selling two-wheeler Yadea electric vehicles. The firm's products mainly cover electric bicycles, electric motorcycles, electric mopeds and electric scooters.

Besides their headquarters in China, Yadea has a US office, a German operation center and branch in Vietnam. Yadea's business spans more than 100 countries with over 70 million users. The company holds over 1,900 national patents, with its core technology focusing on converting kinetic energy into electricity and utilizing high-end power batteries, greatly improving energy efficiency and extending battery life.

Héribert-Label Elisée Adjovi, Journalist from Benin commented that 'I was impressed by the technological advancements of Yadea Technology Group and their commitment to sustainable mobility solutions. Seeing their diverse range of electric vehicles and learning about their global presence highlighted the significant impact of Chinese innovation in this field, especially when they let us try their products and witness their latest technology in terms of battery charging and security," he added after riding the electric bikes.

Another journalist also expressed his admiration for Yadea electric vehicles. "I have observed that Yadea electric vehicles are mainly exported to Europe. I hope that our country, Benin, can also have these, which will greatly improve our lives".

Besides high-tech applications in the transportation field, the visit to Hodo Group also left a deep impression. Established in 1957, the company has played a role in the growth of the clothing, tire, and pharmaceutical industries and is currently ranked as the 80th strongest entity in China' s manufacturing sector. Hodo Group also collectively developed the Sihanoukville Special Economic Zone (SSEZ) with Cambodian enterprises.

It established the first smart factory in the domestic clothing industry, in collaboration with China Unicom. The application of 5G networks not only optimized assembly line processes and achieved real time monitoring of workshop operations but also facilitated online customization of clothing for customers, enabling direct interaction between factories and consumers.

During on-site visits to the intelligent production lines, journalists observed the utilization of 5G technology to operate production lines and reduce reliance on labor. Uaueza Kanguatjivi, a journalist from Namibia, told the Global Times that traditional manufacturing industries in Namibia are predominantly reliant on manual labor, and are lacking in technological advancements. She expressed her hope that 5G technology could also be implemented in Namibian production lines to enhance efficiency and increase output.

"I truly experienced the manifestation of China's new quality productive forces in the clothing manufacturing industry. It's highly advanced… I can hardly imagine this factory could produce so many garments per year," Sami Kaidi, a journalist from Algeria, told the Global Times.

Large-scale engineering projects

In addition to smart factories, journalists also visited significant engineering projects. One of them is the ecological dredging project for the Meiliang Lake area of Taihu Lake. The primary goal of the project is to dredge and dispose of sediment in the lake.

The project employs the "Taihu Star," the world's first ecological dredging intelligent integrated platform ship, which holds full intellectual property rights in China. It can efficiently dredge up to 5,000 cubic meters daily while also performing mud press filtration and solidification. As project operators explained, this program shows that China has made environmental preservation has become a major priority.

"It is fascinating to learn how the severely polluted sediment is removed from the lake's bed and recycled to be used for construction or in agricultural projects. This speaks to China's prowess and ambition to achieve modernization, with all aspects of people's wellbeing taken into account. This is a good thing that many countries need to copy to make the world a better place to live in," said Theophile Niyitegeka, a journalist from Rwanda.

CCCC Tianjin Dredging Co has completed some projects in Africa, including dredging work for the expansion of Algiers Port in Algeria. "I hope China can transfer its technology so that Algeria can replicate this model, which would help in the dredging operations for a vital river valley in the capital currently," said Sami, a journalist from Algeria.

Another national engineering project is the Changtai Yangtze River Bridge which spans the river to connect the cities of Changzhou and Taizhou. With a total length of 10.03 kilometers, it boasts a combined railway and highway section that extends for 5.3 kilometers, making it the world's first river crossing to integrate a high-speed highway, intercity railway, and regular roadway.

After the bridge opens,  travel time between Taizhou and Changzhou will be shortened, which will benefit the economic development of southern Jiangsu cities, and even cities in the Yangtze River Delta region.

"When I heard that there was a system capable of monitoring the construction progress comprehensively and ensuring that connecting the two ends of the bridge is controlled to within two millimeters, I was amazed," Kanguatjivi told the Global Times.

The journalists visited another symbolic national engineering project made by CCCC Tianhe Co, which is the world's largest and most complete R&D and manufacturing base for tunnel boring machines (TBMs). A TBM "integrates excavation, support, propulsion, and lining operations," said Deputy Chief Engineer of CCCC Tianhe Co Jin Dangpeng, adding that the machines are now "the primary item of equipment for tunnel construction."

Linda Mupemo, a regional information officer from the Zambia News and Information Services, expressed concerns regarding the equipment's impact on environmental protection. But Jin explained that the machines are designed with efficient energy consumption in mind, and can also "collect and treat wastewater generated during tunnel construction, minimizing the environmental impact."

The journalists were shown different types of TBMs, including a large-diameter slurry shield tunneling machine, which has been exported and used successfully in the Bangabandhu Tunnel (Karnaphuli River Bottom Tunnel) in Bangladesh. They also saw the internationally pioneering rescue tunneling machine Tianhe No.1, which is capable of effective rescue operations within 72 hours of a crisis, and the world's first high-altitude, ultra-large-diameter hard rock vertical tunneling machine, Shouchuang No.1.

Understanding of new quality productive forces

During their trip to Jiangsu, the foreign journalist delegation had a chance to to understand the concept of new quality productive forces. "We witnessed the most advanced application of technology aimed at enhancing production levels. New technologies, serving as new quality productive forces, are substantially improving the means of work and economic development," said Joao Crisante de Pina, a journalist from Cabo Verde.

"When officials at the two sessions specifically emphasized this issue, it reflected the country's commitment to reducing unemployment while promoting innovation. It also indicates China's determination to maintain its own development in the face of trade barriers. China has achieved remarkable milestones in various aspects of development," said Niyitegeka.

"I've observed China's industrial prowess, especially in heavy equipment manufacturing. Looking ahead, African and Arab countries can collaborate with China to tap into the innovative potential across China, Africa, and the Arab world, creating a brighter future for their people and all of humanity," Ahmed Soliman, a foreign affairs chief editor from Egypt, told the Global Times.

25 March 2024

The UN Security Council on Monday passed a resolution demanding an immediate cease-fire in Gaza during the Islamic holy month of Ramadan, which already began on March 11 and is set to end on April 9.

"We are happy that the council has successfully adopted the much needed resolution to demand the immediate cease-fire in Gaza and the release of hostages," said Pedro Comissario, Mozambique's envoy to the UN, on behalf of the Elected 10 Group.

The Elected 10 Group, includes Algeria, Ecuador, Guyana, Japan, Malta, Mozambique, Republic of Korea, Sierra Leone, Slovenia, and Switzerland, presented the resolution to the Council.

Urging for immediate and uninterrupted flow of humanitarian aid to Gaza, Comissario said, "It is the hope of the 10 that the resolution adopted today will be implemented in good faith by all parties and will help ease the suffering of the population in Gaza."

He also expressed hopes for the resolution to "pave the way for more positive perspectives towards a lasting peace in the Middle East."

As many as 14 countries voted in favor of the resolution, presented by 10 elected members of the Council, while the US abstained from voting. The resolution called for an "immediate cease-fire for the month of Ramadan respected by all parties leading to a lasting sustainable ceasefire."

It also demanded the "immediate and unconditional release of all hostages, as well as ensuring humanitarian access to address their medical and other humanitarian needs."

Israeli Prime Minister Benjamin Netanyahu on Monday called off an official visit for a top delegation to Washington after the passage of a UN Security Council resolution calling for an immediate cease-fire in the Gaza Strip.

According to the Israeli public broadcaster KAN, Netanyahu canceled the delegation's visit after the US abstained from using the veto against the resolution.

A statement by Netanyahu's office said the US decision to allow the resolution to pass is "a clear retreat from the consistent US position in the Security Council since the beginning of the war." The Israeli premier earlier threatened to cancel the delegation’s visit if Washington failed to veto the UN resolution.

The Israeli delegation was scheduled to visit Washington to hear US proposals for expanded humanitarian aid in Gaza, as well as alternatives to Israel's planned ground attack in Rafah city in the southern Gaza Strip.

The visit was announced following a phone conversation between Netanyahu and US President Joe Biden last week.

Palestine's UN envoy, Riyad Mansour, speaking on behalf of the Arab Group, called the adoption of resolution a "historic day," and said it is a "significant step" towards ending the aggression against Palestinians.

"I believe the cease-fire will open the door for the implementation of that second objective," Mansour said.

The Palestinian resistance group Hamas on Monday welcomed a UN Security Council resolution demanding an immediate cease-fire in the Gaza Strip. “We underline the necessity of reaching a permanent cease-fire that leads to the withdrawal of all Israeli forces from Gaza and the return of the displaced to their homes,” the group said in a statement.

It called on the UN Security Council to pile pressure on Israel to abide by the cease-fire and “stop its genocidal war and ethnic cleansing against the Palestinian people.” Hamas said it is ready to engage in an immediate swap operation that would lead to the release of all prisoners on both sides.

“Any agreement must guarantee the freedom of movement of Palestinians and the entry of all humanitarian needs for all residents in Gaza,” it added.

Barbara Woodward, UK's envoy to the UN, also commented on the resolution at a short briefing and called for the resolution to be implemented immediately.

"This resolution needs to be implemented immediately. I said that in my explanation of vote. It sends a clear Council message, a united Council message, and we expect all Council resolutions to be implemented. This one is not any different. The demands in the resolution are absolutely clear," she noted.

Canada welcomed on Monday a UN Security Council resolution demanding an immediate cease-fire in Gaza.

Asked about the resolution, Foreign Minister Melanie Joly, at a press conference, said, "This (resolution) has been our positions since December. And we've clearly stated that the violence must stop and this ceasefire must be linked to hostages being released, Hamas laying down its weapons and also making sure that humanitarian aid can reach Gaza."

Joly further conveyed hopes that the resolution "will be sending a clear message to all parties involved."

Asked about a possible Israeli operation to Rafah, she emphasized Canada's deep apprehension regarding such a possibility in Rafah.

Underscoring the dire situation in Gaza, Joly said "we know that Gaza is one of the most catastrophic place to live on earth right now," adding that there are over a million Palestinian civilians residing in Rafah.

"A military operation would be devastating because these people have nowhere else to go," she added.

President of Colombia, Gustavo Petro, has called on the international community to break diplomatic relations with Israel if it fails to comply with the cease-fire resolution on Gaza that was adopted on Monday by the UN Security Council.

"Finally, a ceasefire resolution in Gaza comes out of the United Nations Council unanimously," Petro published on his X account after the UN vote. "I invite the nations of the world to sever diplomatic relations if Israel breaks the ceasefire."

To alleviate suffering in Gaza and ensure a lasting cease-fire, implementation of the just-passed UN Security Council’s “overdue resolution” is critical, said Amnesty International on Monday.

“This resolution is long overdue, but in order to truly relieve the toll on civilians and address the mass devastation and suffering in Gaza, it is vital that it is implemented immediately and leads to an enduring ceasefire,” said Agnes Callamard, the group’s secretary general, in a statement.

Stressing that “there's not a moment to waste,” Callamard urged Israel to stop its "brutal bombing campaign in Gaza" and facilitate the delivery of humanitarian aid.

“Israel and Hamas and other armed groups must also work to ensure that the ceasefire is durable,” she added on the resolution, which calls for a cease-fire during the Muslim holy month of Ramadan, which ends on April 9.

She also urged the two parties to urgently free hostages including “all Palestinians arbitrarily held in Israeli prisons, civilians from Gaza.”

UN Secretary-General Antonio Guterres expressed regret over Israel's decision to obstruct the UN Relief and Works Agency (UNRWA) from delivering vital aid to Gaza, said deputy spokesperson on Monday.

Türkiye on Monday welcomes the UN Security Council’s passage of a resolution for an immediate cease-fire in Gaza during the Muslim holy month of Ramadan, said the country’s Foreign Ministry.

“We consider the UN Security Council resolution demanding an immediate cease-fire in Gaza for the month of Ramadan and humanitarian access to Gaza to be a positive step,” said ministry spokesman Oncu Keceli in a statement. Ramadan ends on or around April 9, but there are hopes any cease-fire may extend beyond then.

Keceli added that Türkiye hopes that Israel will promptly adhere to the stipulations in the resolution.

“We call on the international community to take a united stand against Israel to end the humanitarian catastrophe in Gaza and to find a lasting solution to the Israeli-Palestinian conflict,” he concluded.

"The Secretary-General regrets the decision by Israel to deny the UN Relief and Works Agency from delivering life-saving aid to the north of Gaza, where seven out of every 10 people are already on the brink of famine," UN Deputy Spokesperson Farhan Haq said during a press briefing.

Calling for the immediate reversal of the decision, Guterres emphasized the critical importance of humanitarian aid in alleviating suffering in the region.

"The Secretary-General underscores that UNRWA is and will remain the beating heart of aid delivery in Gaza, providing people in need with food, shelter and protection," Haq noted.

Ahmad Al-Ashqar, a professor of Public Law at the Arab American University, said however that the importance of the resolution lies in the fact that it "puts Israel in an embarrassing position and may expose it to sanctions by countries."

He said the resolution did not include an obligatory format but calls for a cease-fire within a limited period during the month of Ramadan, leading to a permanent cease-fire.

Al-Ashqar noted that the resolution would have an implementing format if it was based on the seventh chapter of the UN Charter, which stipulates the use of force against a state that does not abide by a resolution. He suggested that the resolution was drafted based on the sixth chapter, which has no implementing format, under a US request. Otherwise, it may take it down by a veto.

"The resolution is important and establishes for a cease-fire," he said, adding that countries may impose sanctions on Israel if it does not abide by it, but not sanctions or military measures by the Security Council.

Israel has waged a deadly military offensive on the Palestinian territory since a cross-border attack by the Palestinian group Hamas in which some 1,200 Israelis were killed.

More than 32,333 Palestinians have since been killed and over 74,694 injured amid mass destruction and shortages of necessities.

The Israeli war, now in its 171st day, has pushed 85% of Gaza’s population into internal displacement amid acute shortages of food, clean water and medicine, while 60% of the enclave's infrastructure has been damaged or destroyed, according to the UN.

Israel is accused of genocide at the International Court of Justice. An interim ruling in January ordered Tel Aviv to stop genocidal acts and take measures to guarantee that humanitarian assistance is provided to civilians in Gaza.

The revision will be tailored according to local resources and industrial foundations in central and western regions to encourage multinationals to develop businesses there, Hua said.
