The Communications Regulatory Authority (CRA) and the Qatar Research, Development, and Innovation (QRDI) Council have formalized a new cooperation agreement aimed at advancing digital innovation and accelerating the adoption of emerging technologies across regulatory and public service environments in the State of Qatar.
The agreement was signed on the sidelines of Web Summit Qatar 2026, held in Doha, by Engineer Ahmad bin Abdulla AlMuslemani, President of the Communications Regulatory Authority, and Engineer Omar Ali Al Ansari, Secretary General of the QRDI Council. The partnership reflects a shared commitment to fostering innovation-led collaboration and supporting Qatar’s broader digital transformation agenda.
As part of this agreement, the two entities announced the launch of a pilot project focused on deploying a generative artificial intelligence–powered chatbot designed to enhance consumer engagement and improve the efficiency of regulatory services. The initiative supports joint efforts to test and implement advanced digital solutions within a secure and regulated environment, ensuring responsible and effective use of emerging technologies.
The pilot project is being implemented under the QRDI Council’s Open Innovation framework and leverages advanced generative AI capabilities to strengthen CRA’s consumer-facing services. The solution is designed to be secure, citizen-centric, and compliant with regulatory standards. It will integrate with CRA’s centralized customer relationship management systems, enabling unified, real-time engagement across multiple channels and supporting both Arabic and English digital platforms.
Commenting on the collaboration, CRA’s President emphasized that the agreement aligns with the Authority’s commitment to modernizing regulatory services and improving accessibility for consumers. The initiative demonstrates how generative AI can be responsibly integrated into public services to enhance efficiency, responsiveness, and service excellence, while maintaining compliance with established regulatory frameworks. The collaboration also supports CRA’s strategic objective of creating a trusted and enabling regulatory environment that contributes to the growth of the digital economy.
From the QRDI Council’s perspective, the partnership highlights the importance of translating research and innovation into real-world, high-impact solutions. Through close cooperation with CRA, the Council continues to demonstrate how emerging technologies can be piloted, tested, and scaled within well-governed environments.
