In presenting the Arab League Shield to Al-Marri, Dr. Haifa Abu Ghazaleh, Assistant Secretary-General of the League of Arab States, stated:
"Counselor Jaber bin Saleh Al-Marri contributed significantly during his two terms in overcoming challenges and achieving tangible accomplishments."
She expressed her thanks and appreciation to Counselor Jaber Al-Marri on the occasion of the end of his mandate as Chair of the Arab Charter on Human Rights Committee, affirming that his leadership was a milestone in the journey of joint Arab human rights work.
She added, "Counselor Al-Howail exerted tireless efforts with sincerity and dedication to advance the committee’s work and enhance its vital role in protecting human rights in the Arab region."
Ambassador Abu Ghazaleh also praised Counselor Al-Marri's wisdom and sound judgment in managing the committee’s work. She said his leadership contributed to overcoming challenges and achieving concrete progress in implementing the Charter’s provisions, raising awareness about the importance of human rights, appreciating his openness and constructive cooperation with all stakeholders, and his constant commitment to consensus-building and serving the noble goals of the committee.
She added that this valuable legacy will remain a testament to Counselor Al-Marri’s steadfast commitment to human rights issues and will serve as a beacon for those who follow in this honorable responsibility.
Ambassador Mounir Al-Fassi — former Director of the Human Rights Department at the League of Arab States — appreciated the moment of honoring Counselor Jaber Al-Howail by the Arab League, describing it as a well-deserved recognition for an official who fulfilled his responsibilities in the best and most complete manner.
He said, "Without exaggeration, the Arab Charter on Human Rights Committee experienced a golden era under the chairmanship of Counselor Jaber Al-Marri."
He added, "His leadership was marked by calmness, wisdom, balance, success, and excellence in handling all issues presented to the committee."
Ambassador Al-Fassi also noted that the State of Qatar has every right to be proud of its son and citizen for his successful leadership of the Arab Charter on Human Rights Committee — a role that is neither easy nor simple. But thanks to his wisdom, he managed to steer matters in the right direction, earned this honor, and we are proud to have had the privilege of working with.
