Qatar: Human Rights at the Forefront: 4th NHRC Forum Tackles Drug Challenges with Innovation and Youth Engagement

Chairperson of the National Human Rights Committee of Qatar (NHRC) Maryam bint Abdullah Al-Attiyah, commended the strong and diverse participation in the Fourth National Human Rights Forum, organized in partnership with the Ministry of Interior.

Held over two days 19-20 January 2026, under the theme “Human Rights at the Heart of Combating Drugs: Challenges and Prospects for Sustainable Solutions,” the forum brought together key national ministries, law enforcement bodies, regional and international organizations, UN agencies, civil society representatives, and media professionals.

She noted that the wide-ranging participation reflected the importance of the forum’s theme and reinforced the understanding that drug use and trafficking are serious violations of fundamental human rights, including the rights to life, health, and an adequate standard of living. Al-Attiyah emphasized that the forum’s recommendations serve as a practical roadmap for addressing drug-related challenges globally while maintaining human rights principles, particularly in light of rapid digital transformation and emerging methods of trafficking. She added that the Committee has formed a dedicated mechanism to follow up on these recommendations and ensure their effective implementation, with a strong focus on youth engagement.

Col. Mohammed Abdullah Al-Khater, Director of the GCC Criminal Information Center for Drug Control, highlighted that participation in the forum reflects a commitment to cooperation with civil society. He stressed that human rights and drug control are complementary, not conflicting, noting that many national laws prioritize treatment and rehabilitation over punishment. He also referenced the Gulf Strategy for Drug Control issued in December 2024, which emphasizes fair procedures and access to treatment, and expressed appreciation for the forum’s organization and outcomes.

Several participants underscored the vital role of media. Media professional Abdullah Mohammed Al-Buainain emphasized that the media must be a strategic partner in prevention, awareness, and reintegration, reminding participants that statistics represent real people who deserve dignity and support. Al Jazeera anchor Othman Ay Farah described the media-focused session as rich and forward-looking, highlighting the value of modern technologies, including artificial intelligence, and interdisciplinary collaboration.

Academic contributors echoed these perspectives. Dr. Abdullah Al-Shahwani Al-Hajri discussed coordination between law enforcement and rehabilitation centers, while Dr. Arif Al-Tamimi explored how artificial intelligence can support both security efforts and social rehabilitation, including protecting children and supporting recovery.

Youth participation featured prominently. Representatives from the Doha International Family Institute, the Ministry of Education and Higher Education, and youth ambassadors emphasized empowering young people as advocates, organizers, and leaders in awareness campaigns. They stressed reintegration of recovering youth as a safeguard against relapse and a pathway to active social contribution.

Finally, experts from media, academia, and civil society agreed on the need for a rights-based, humane approach—one that prioritizes prevention, awareness, dignity, and innovation—to effectively combat drugs and protect communities.
