Two-day Third National Human Rights Forum concluded today in Doha. The conference was held on September 10 and 11 under the title ' Protecting Children's Rights in a Safe Digital Environment: Challenges and Prospects for Empowerment and Protection'. It was organized by National Human Rights Committee in partnership with Ministry of Interior; Ministry of Communications and Information Technology; Ministry of Education and Higher Education; Ministry of Social Development and Family; National Cybersecurity Agency; Office of the Special Representative of UN Secretary-General for Children and Armed Conflict; United Nations Children's Fund (UNICEF).
Among other institutions participating included Ministry of Justice; Ministry of Culture; Public Prosecution; National Committee to Combat Human Trafficking; Qatar University; Hamad Bin Khalifa University; United Nations Office for Documentation and Training in the Field of Human Rights for Western Asia; Al Jazeera Media Network; and other concerned institutions.
The forum highlighted the legislative and technical progress made by State of Qatar to enable children to have safe access to the digital space, in line with the national values expressed in the Permanent Constitution of the State, and in a manner that achieves Qatar's National Vision 2030.
The participants in 2-Day conference appreciated the efforts of all parties concerned with children's digital rights. The forum sessions were enriched by a group of experts and specialists from government agencies, civil society, and the private sector, in addition to the active participation of children themselves.
Secretary General of National Human Rights Committee of Qatar (NHRC), Sultan Hassan Al Jamali announced the communiqué at the conclusion ceremony of Third National Forum for Human Rights.

Chairperson of the NHRC, Maryam bint Abdullah Al Attiyah, emphasized the need to act on the conclusions from the third edition of the National Human Rights Forum. She highlighted that the forum and its recommendations are crucial for creating a safe digital environment for children.
Al Attiyah pointed out that ensuring digital security for future generations is now an urgent priority and requires a collaborative effort from state institutions and parents alike.
She stressed the need for widespread awareness of the factors necessary to build a secure digital world. The forum's recommendations, crafted with input from experts across cyber, legal, and security fields, underscore the importance of addressing these issues.
Al Attiyah urged all stakeholders to intensify their efforts to foster a digital environment that safeguards children's rights, who are fundamental to developmental progress.
Brig. Ali Hassan Al Kubaisi, Director of the Economic and Cyber Crimes Combating Department in Ministry of Interior had highlighted on the opening day of conference MoI’s role in combating electronic crime at all levels.
He stressed that there is a development in electronic crime globally as a result of rapid technological development, indicating that combating electronic crimes, including those directed at children, is one of the key priorities of the MoI.

2-Day third edition of National Human Rights Forum took off today at the Hotel Le Royal Meridien Lusail emphasizing the importance of the efforts made by the State of Qatar through laws, legislation, policies, and technical measures to protect children in the digital environment.
Present on the occasion were Maryam bint Ali bin Nasser AlMisned, Minister of Social Development and Family; Engineer Abdulrahman bin Ali AlFarahid AlMalki, President of the National Cyber Security Agency; Dr. Ibrahim bin Saleh AlNaimi, Under Secretary Ministry of Education and Higher Education; Maryam bint Abdullah Al Attiya, Chairperson, National Human Rights Committee of Qatar; Reem Mohammed AlMansoori, Assistant Under Secretary, Digital Society Development, Ministry of Communications and Information Technology (MCIT); Col. Ali Hassan Ali AlKubaisi, Director, Economic and Cyber Crimes Combating Department, Ministry of Interior; Virginia Gamba, Special Representative of the Secretary-General for Children and Armed Conflict, United Nations; and Anthony MacDonald, Head of UNICEF Office, Qatar.
Among speakers on the first day of the forum also included Dr. Mohammed bin Saif Al Kuwari, Vice President of the National Human Rights Committee; Dr. Hind Ali Hamad Al Muraikhi, a senior researcher at the Qatar Computing Research Institute at Hamad Bin Khalifa University; Noor Ahmed Al Ishaq, legal researcher at the National Office for Personal Data Protection at the National Cybersecurity Agency; Hamad Mohammed Al Dosari, Assistant Public Prosecutor, Dr. Khaled Al Ansari, Head of the Pediatric Emergency Department at Sidra Medicine and Head of the National Team for Child Protection from Violence and Neglect at the Ministry of Public Health.
The speakers highlighted the significant role of families in monitoring and protecting their children. The forum featured several sessions on its first day. The first session focused on policies, programs, and technical measures to empower and protect children in the digital world. This session was moderated by Dr. Mohammed bin Saif Al Kuwari, Vice President of the National Human Rights Committee, and included five papers.
The participants in this session explained that the primary protection for children in the digital space starts with the family, which is responsible for monitoring their children. They noted that achieving this by the family would protect children by 80%, with the remaining protection depending on other efforts.
They also referred to the legislation, laws, policies, and measures prepared by the State of Qatar to protect children in the digital space, emphasizing that the family remains the key point for monitoring and following up on children at home.
The participants recommended the integration of the digital environment into the section dedicated to children's rights in the National Human Rights Committees annual reports.
They also suggested including children's rights in the digital environment in the guidelines prepared by the committee for educational institutions at various levels primary, preparatory, and secondary. Additionally, they called for stringent standards to ensure companies respect children's privacy in the electronic products and services they offer, and for providing necessary guidance to children on recognizing and avoiding digital threats.
They advocated for the issuance of a specific law on artificial intelligence to ensure the safety of its applications and the legitimacy of its objectives, particularly concerning the best interests of the children.
They proposed preparing a code of conduct with guidelines on digital content regulation based on human rights principles, including the best interests of the children, privacy, and the cultural identity of the Qatari society.
In the second session of the forum, Dr. Hind Ali Hamad Al Muraikhi, senior researcher at the Qatar Computing Research Institute at Hamad Bin Khalifa University, presented a paper on Qatar's national AI strategy and its role in digital empowerment of children.
She explained that the strategy established the foundations for building AI in the country and focuses on children, as they frequently interact with AI through educational programs or electronic games.
Dr. Al Muraikhi mentioned that Qatar launched its AI strategy in 2019, developed in collaboration with the Qatar Computing Research Institute, with the goal of making Qatar a global leader in this field. The strategy includes six pillars: education to inform individuals, access to data, ensuring job development, supporting businesses, focusing on research, and ensuring ethics in AI program development to protect user data.
She also discussed the challenges children face due to their use of AI, including privacy and security concerns. She highlighted fears regarding the privacy of childrens data and the security risks associated with storing and processing this data without their knowledge.
She recommended addressing the gap in AI education to ensure that all target groups are fully aware of how to use AI correctly. She also emphasized the need to design AI programs ethically and to support learning through AI by creating educational experiences that make children effective users of these programs.
Noor Ahmed Al Ishaq, legal researcher at the National Office for Personal Data Protection at the National Cybersecurity Agency, presented a paper titled on policies, standards, and guidelines for protecting children in the digital environment.
She confirmed that modern technologies have both positive and negative aspects. Among the negatives is the violation of digital space users' rights, with children constituting about a third of digital space users according to a 2017 OIC report.
Al Ishaq discussed the measures and mechanisms adopted in Qatar to protect children's rights against digital threats. These measures include the establishment of the National Office for Personal Data Protection, which oversees the implementation of the law, issues and develops initiatives, policies, and tools for legal compliance, and raises awareness while representing Qatar in international forums on personal data protection.
She stressed the need for coordination and cooperation with child rights organizations to achieve the goal of protecting children's right to privacy.
Hamad Mohammed Al Dosari, Assistant Public Prosecutor, addressed the issue of protecting children who are victims of cybercrimes. He noted that while information technology has seen tremendous development, it has also revealed serious negatives such as the exploitation of children online.
He pointed out that criminals use various methods, such as sending gifts and enticing children through social networks, which requires enhancing family awareness and protective measures.
Al Dosari also reviewed Qatari legislation aimed at combating child exploitation, highlighting legal measures that criminalize these acts and impose strict penalties on offenders. He emphasized the importance of educating families about digital space dangers and implementing effective precautionary measures to protect children, such as monitoring their online activities and activating security features on devices.
Dr. Khaled Al Ansari, Head of Pediatric Emergency Department at Sidra Medicine and Head of the National Team for Child Protection from Violence and Neglect at the Ministry of Public Health, in his paper on psychological support for children who are victims of abuse and digital violence, stated that internet use has increased since 2021. Despite its benefits, it exposes children to widespread risks.
He mentioned that the American Academy of Pediatrics recommends avoiding screen use for children from birth to 18 months, selecting high-quality programs under parental supervision, and setting limits on screen time.
Dr. Al Ansari emphasized the importance of raising children's awareness of new risks, suggesting enhanced regulatory systems, parental training, and the development of monitoring and support mechanisms to ensure children's safety in the digital environment.
He recommended maintaining cultural and religious identity during global events like Safer Internet Day, using celebrities to promote digital safety culture, and organizing training courses for parents on blocking inappropriate content. He proposed establishing a committee to handle complaints and issues related to customs and traditions and developing mechanisms to monitor digital content in collaboration with the Ministry of Economy.

QatarEnergy inaugurated the first conventional-size LNG vessel under its historic shipbuilding program. The 'Rex Tillerson' was named after the former Chairman and CEO of ExxonMobil as a tribute to his life-long accomplishments in the energy sector.
The traditional naming ceremony was held at the Hudong-Zhonghua Shipyard in the Chinese city of Shanghai. Present on the occasion were Saad Sherida Al-Kaabi, Minister of State for Energy Affairs, President and CEO of QatarEnergy; Sheikh Khalid bin Khalifa Al-Thani, CEO of QatarEnergy LNG; Ms. Jia Haiying, Member of the Party Leadership Group; and Chief Financial Officer of China State Shipbuilding Coproration (CSSC); Chen Jianliang, Chairman of Hudong-Zhonghua Shipbuilding; Takeshi Hashimoto, President and CEO of Mitsui O.S.K. Lines; Zhu Bixin, President of China COSCO SHIPPING Corporation Limited; QatarEnergy’s first Chinese shipowner, and senior executives from QatarEnergy and QatarEnergy LNG.
Marking this historic event, Minister of State for Energy Affairs, Saad Sherida Al-Kaabi on the occasion said 'Mr. Tillerson’s legacy will always be remembered in Qatar and around the world, particularly for his wisdom, warmth, and sincerity, which drove one of the oldest Qatari relationships with international oil companies towards greater prosperity. We are grateful for Rex’s friendship and partnership with Qatar, and his long-lasting marks on the global energy industry'. He wished the new vessel 'Fair Winds and Following Seas' as it carries Tillerson’s legacy to all corners of the world.
AlKaabi added that This event embodies our commitment to meet the world’s growing need for cleaner energy and to be part of the global economic development for decades to come. As the first ship in our new LNG fleet, the Rex Tillerson will undoubtedly play a significant role as she carries Qatari-produced LNG to many receiving terminals across the globe. It is our honor to name the first vessel in Rex Tillerson’s name as a tribute to his life-long accomplishments and as a symbol of a special friendship, he said.
Rex Tillerson in his address said: 'During my almost 42-year career with ExxonMobil Corporation, one of the highlights was working with Qatar to develop its LNG trade. Under the wise leadership of the Father Amir Sheikh Hamad bin Khalifa Al Thani, and the continuing wise leadership of the Amir Sheikh Tamim bin Hamad AlThani, Qatar has become the largest exporter of liquefied natural gas to the world'.
He added that he was deeply honored to have this magnificent ship carry his name. He hoped that it will have many years of safe service delivering energy the world over'.
In addition to the Rex Tillerson, QatarEnergy celebrated the naming of a second vessel 'Umm Ghuwailina'. The 2 vessels are part of 12 conventional-size LNG vessels contracted with the Hudong-Zhonghua Shipyard – all equipped with the latest maritime technology ensuring optimal operational efficiency and compliance with the most stringent environmental regulations reflecting QatarEnergy’s commitment to sustainability and environmental stewardship.
The two vessels, set to be delivered ahead of their contracted delivery schedule, are under long-term charter by QatarEnergy Trading (QET).
With the highest and most advanced safety, technical, and environmental standards, the vessels are equipped with state-of-the-art dual-fuel engines, generators, and boilers to further reduce both fuel consumption and emissions.
Qatar's Minister of State for Energy Affairs, Al-Kaabi thanked the Hudong-Zhonghua Shipyard for a world-class craftsmanship, and for a long-lasting partnership, and the vessel’s owners, managers, and vessel captains for their trust and confidence as the 'Rex Tillerson' and 'Umm Ghuwailina' take to sea.

Philippine ambassador to the State of Qatar Lillibeth V. Pono joined fellow diplomats, various expatriate community groups, and music enthusiasts in the sophomore edition of the Philippine Choral Festival recently at the Qatar National Convention Center.
Dubbed 'Harmonic Horizons: Voices in Unity', the musical event featured stirring performances from the Maharlikans Vocal Ensemble Philippines, an award-winning collective of Qatar-based Filipino professionals led by Maestro Demy Solitario.
The Maharlikans were joined by other community singing and performing groups, including The Doha Players, Liahona Doha Singers, Qatar Concert Choir, The Sacred Voices, and Tanghalang Overseas Pinoy.
The two-hour concert was a musical journey that brought audiences to the Philippines with well-loved classics, such as 'Dumbele' and 'Bituing Walang Ningning', to the recreation of eclectic pop hits 'Mapa' by SB19 and 'This Is Me' from 'The Greatest Showman'.
In her message, Ambassador Pono congratulated the performers for their passion and perseverance in pulling off the event, calling the Filipino talents 'the best cultural ambassadors of the Philippines'.

QatarEnergy has signed an agreement today with China State Shipbuilding Corporation (CSSC) for the construction of 6 additional state-of-the-art QC-Max vessels, bringing the total number of LNG vessels on order under its fleet expansion program to 128, including 24 QC-Max mega vessels.
The QC-Max vessels, which will be built at China’s Hudong-Zhonghua Shipyard, a wholly-owned CSSC subsidiary, are the largest LNG vessels ever built with a capacity of 271,000 cubic meters each. The new advanced carriers are scheduled to be delivered between 2028 and 2031.
The agreement was signed during a special ceremony held in Shanghai today, by Saad Sherida Al-Kaabi, Minister of State for Energy Affairs, President and CEO of QatarEnergy; Chen Jianliang, Chairman of Hudong-Zhonghua Shipbuilding (Group) Co. Ltd, and Hu Kai, President of China Shipbuilding Trading Co. Ltd.
The ceremony was attended by Sheikh Khalid bin Khalifa Al-Thani, CEO of QatarEnergy LNG; Ms. Jia Haiying, Member of the Party Leadership Group and Chief Financial Officer of China State Shipbuilding Corporation (CSSC); a number of senior Chinese government officials; and senior executives from QatarEnergy; QatarEnergy LNG and CSSC.
Saad Sherida Al-Kaabi on the occasion said that 'The signing of today’s agreement is underscored by the strategic importance of QatarEnergy’s historic LNG fleet expansion program and its commitment to maintaining a leadership position in the global LNG market'.
He added: "We are very pleased to expand our excellent working relationship with CSSC and Hudong-Zhonghua, one of the world’s premier shipbuilders. We look forward to receiving these advanced LNG vessels and expanding our role in providing the world with the cleaner energy needed for a realistic and practical energy transition.”
The new ship order is a testament to QatarEnergy’s focus on quality and reliability.
The six new advanced vessels are in addition to 18 QC-Max vessels recently ordered from Hudong-Zhonghua Shipyard. This brings the total number of QC-Max vessels ordered by QatarEnergy to 24, with a total value of about USD 8 billion.

The Communications Regulatory Authority (CRA) of State of Qatar hosted 3 day 25th International Space Radio Monitoring Meeting (ISRMM) in Doha, concluded on 5th of Sept.
The annual multilateral meeting was attended by participants from communications and spectrum management regulatory bodies engaged in satellite monitoring and measurements, as well as representatives from satellite communication companies, equipment manufacturers, and other satellite related organizations.
The three-day meeting explored innovative strategies, address emerging challenges, and collaborated on solutions to ensure the effective and harmonious use of the radio spectrum.
The ISRMM included a symposium for industry experts and a regulator’s expert meeting. The sessions provided insights from various sectors including regulatory bodies, satellite industry, space agencies, monitoring agencies, and other stakeholders on advanced technologies related to space monitoring, geolocation, interference mitigation, in addition to discussing policies, regulations, and recent experiences in this field.
Engineer Ahmad Abdulla AlMuslemani, President of CRA Qatar emphasized the crucial role of space and satellite technologies in fostering a sustainable and inclusive digital society.
He said that 'Qatar’s commitment to advancing space technology not only aligns with the nation’s vision for sustainable development and economic prosperity but also positions Qatar as a pioneering force in the global space industry'.
He added that 'by investing in these cutting-edge technologies, Qatar aims to drive significant technological innovation, diversify its economy, create new job opportunities, and enhance national security. QatarEnergy has announced that it will build a new solar power mega project that will more than double the State of Qatar’s solar energy production, significantly contributing to lower carbon emissions in the framework of a realistic energy transition.
The new project will boost Qatar’s PV solar power production capacity to about 4,000 megawatts by building one of the world’s largest solar power plants in Dukhan area, with a production capacity of 2,000 megawatts.
The announcement was made by Saad Sherida Al-Kaabi, Minister of State for Energy Affairs, the President and CEO of QatarEnergy, during a press conference held at the headquarters of QatarEnergy in Doha.
Minister Al-Kaabi said: “I am pleased to announce thaf in line with our Sustainability Strategy, we will more than double our solar power production capacity to about 4,000 megawatts by 2030 through the world-scale, 2,000 megawatt Dukhan Solar Power Plant.”
Al-Kaabi said: “I would like to emphasize that developing solar power plants is one of Qatar’s most crucial initiatives to reduce CO2 emissions, develop sustainability projects, and diversify electricity production, reducing carbon dioxide emissions by more than 4.7 million tons per annum.”
The new solar project will be added to QatarEnergy’s solar power portfolio, which includes the existing Al-Kharsaah solar power plant, which was inaugurated in 2022 with a capacity of 800 megawatts of electricity, and to two solar power projects that QatarEnergy is building in Ras Laffan and Mesaieed industrial cities with a total production capacity of 875 megawatts, and which are expected to start production before the end of this year.
With the addition of the new Dukhan Solar Power Plant, QatarEnergy’s portfolio of solar power projects in Qatar will reach a capacity of about 4,000 megawatts by the year 2030. This represents approximately 30% of Qatar’s total electrical power production capacity.
Minister Al-Kaabi concluded his remarks by expressing sincere thanks and gratitude to His Highness Sheikh Tamim bin Hamad Al Thani, the Amir of the State of Qatar, for his wise leadership and the continued support of Qatar’s energy sector.

Osama bin Javed said that the media viewership transformation has evolved over the years but electronic media in Pakistan was still operating in 1990s era. There has been a deviation from news networks claiming high numbers amid suppression of news and mushrooming of broadcast media without any clear direction.
He added that media was not for breaking news but for verification of news, whereas the journalists would have to discover proper avenues amid the growing influence of digital media other than social media and re-envision public interest.
Iftikhar Shirazi, Bureau Chief of Dawn News, noted that social media was increasingly supplanting mainstream media and emphasized the importance of restoring credibility and self-accountability significantly from traditional newsroom practices, as social media has amplified the volume and speed of information, complicating fact-checking for accurate reporting.
Faisal Raza Khan highlighted that while the journalistic landscape has evolved, journalists and editorial staff have not adapted to these emerging trends and the new reporting environment.
