The National Human Rights Committee of Qatar (NHRC) commemorated the 23rd annual Qatar Human Rights Day this morning at the Hotel Rosewood Doha, coinciding the NHRC founding in 2002. The ceremony honored key partner institutions for their pivotal contributions to the national human rights movement and outlined a forward-looking strategy for enhancing protections within the State of Qatar.
In her keynote address, Mrs. Maryam bint Abdullah Al-Attiyah, Chairperson of the NHRC, reflected on the Committee's journey. She stated that honoring select entities and individuals was a 'gesture of appreciation we offer to those who have given so much' to advance human rights work.
Mrs. Al-Attiyah emphasized the critical need to strengthen and expand partnerships with all stakeholders, positioning the NHRC as a crucial communication bridge within the nation. She highlighted the Committee's elevated international standing, noting it has 'become a significant player and a model to be emulated' through its adoption of international initiatives and organization of major conferences on global rights challenges.
New Legislation and Protection Units
A major announcement was the formal welcome of the new Law on the Rights of Persons with Disabilities, which incorporates the NHRC’s views and aligns with international standards.
Further solidifying this commitment, Al-Attiyah revealed the establishment of four new specialized units dedicated to the rights of women, children, persons with disabilities, and the elderly. She stated these units will strengthen national measures and consolidate the participation of vulnerable groups in the creation and review of public policies affecting their lives.
Addressing the complex global landscape, the Chairperson reaffirmed the Committee's dedication to confronting new challenges. She pledged to work with partners to adopt comprehensive, rights-based approaches, drawing inspiration from Qatar's active international role in diplomatic conflict resolution and humanitarian relief.
Rashid Mohammed Al-Hamda Al-Nuaimi, CEO of the Qatar Foundation for Social Work, affirmed that the recognition reflects appreciation for national efforts to protect vulnerable groups and enhance their participation in social development.
Secretary General of NHRC. Sultan bin Hassan Al-Jamali, provided an operational overview, focusing on institutional development. A key achievement has been the creation of five new units, including a Strategic Planning and Quality Unit responsible for aligning activities with the ambitious 2024-2030 Strategic Plan. Al-Jamali noted this unit has been “remarkably successful in preparing professional and accurate reports.”
He also elaborated on the Women’s Rights Protection Unit, established to monitor legislation and policies following the state's ratification of the Convention on the Elimination of All Forms of Discrimination against Women, signaling a deepened commitment to gender equality.
The ceremony concluded by framing the 23rd anniversary as a launching point for a more structured and impactful era of human rights advocacy in Qatar.
