In his address at the 24th session of the Shanghai Cooperation Organization (SCO) Council of Heads of Government, Qatar’s Prime Minister and Minister of Foreign Affairs, Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, articulated a powerful message of international solidarity and shared purpose. The high-level meeting, hosted in Moscow, served as a platform for the leader to outline Qatar’s alignment with the SCO's core objectives and its commitment to being a proactive global partner.
According to the News desk of the Ministry of Foreign Affairs of the State of Qatar, Sheikh Mohammed began by framing Qatar’s participation as more than symbolic; it was a concrete reaffirmation of the nation's dedication to the very principles of solidarity and cooperation upon which the SCO was built. He praised the organization’s proven track record as an effective forum for constructive dialogue, particularly in the critical areas of security, economic collaboration, and cultural exchange.
Central to his speech was the harmony between Qatar’s national vision and the SCO’s founding charter. The Prime Minister emphasised that his country operates from a firm belief in mutual trust, mutual benefit, and respect for cultural diversity. He directly linked these principles to Qatar’s own National Vision 2030, a comprehensive roadmap for the nation’s future that champions balanced, sustainable development through economic diversification, investment in its people, and environmental stewardship.
Building on this, Sheikh Mohammed positioned the SCO as a vital strategic partner for Qatar. He expressed his nation’s honour in its role as a Dialogue Partner and voiced a hopeful ambition for this relationship to deepen in ways that benefit all member states and their populations. He argued that in a world grappling with a slowing economy, humanitarian disasters, environmental threats, and risks to international peace, collective action is not just preferable but essential. Qatar, he assured the assembly, is keen to strengthen joint efforts within the SCO, whether in development projects, fostering civilisational dialogue, or bolstering security and stability.
Reiterating a key pillar of Qatar’s foreign policy, the Prime Minister highlighted the nation’s constitutional commitment to mediation. He presented Qatar as a trusted and proactive neutral party, dedicated to positively contributing to the resolution of conflicts both regionally and internationally.
Concluding his remarks, Sheikh Mohammed extended his sincere gratitude to the Russian Federation for its efforts in hosting and organising the productive two-day meeting, which focused on enhancing cooperation in trade, economy, investment, and social development. He also expressed his confidence that the discussions would yield tangible outcomes, further strengthening the collective spirit of the SCO.
SCO portal reported that in a related high-level engagement, the SCO heads of government, along with Secretary-General Nurlan Yermekbayev, were received by Russian President Vladimir Putin at the Kremlin. President Putin himself acknowledged the SCO’s stature as one of the largest and most significant regional associations globally, underscoring the crucial role that the gathered government leaders play in turning policy into practical, multifaceted cooperation.
Xinhua News Agency reported Chinese Premier Li Qiang, addressing the 24th SCO Council of Heads of Government, stated the organization is well-positioned to leverage the Global Governance Initiative (GGI) for promoting good global governance. He emphasized the SCO's unique strengths, embodied in the Shanghai Spirit, and its practical experience.
Premier Li outlined three key priorities: utilizing the SCO's advantages in global governance, focusing on development and security cooperation—including establishing the SCO Development Bank and aligning development strategies—and fostering innovation in technology and energy, such as through expanded digital and renewable energy projects.
Attendees acknowledged the SCO's pivotal role in regional integration and a multipolar world. The meeting concluded with the signing of joint communiques and documents covering economy, trade, and security, reflecting a shared commitment to implementing summit outcomes and strengthening multilateralism.

He called on member states to energize their economic partnerships and modernize the organization to better navigate today’s complex global landscape.
Dar emphasized that the true strength of the SCO lies in its diverse agenda, which spans trade, culture, and humanitarian efforts, forming what he described as a "mature, future-oriented" alliance. He pointed to the group's clear shift toward deeper economic integration, highlighting expanded trade, improved infrastructure links, and the push for digital economies as core drivers for sustainable regional growth.
Beyond economics, Dar shared Pakistan's own advances in disaster management, offering to conduct joint simulation exercises to bolster regional preparedness. He also proposed moving beyond "passive observation" to actively engage partner nations in project-based collaborations. Other key suggestions included activating SCO financial tools to fund projects and transforming the SCO University into a dynamic consortium. This initiative would foster student exchanges and vital joint research in fields like artificial intelligence, agriculture, and telemedicine, ultimately launching a new chapter of shared success and innovation for all members.
